I realize this was Canada, is there a 911 equivalent up there?
Yes, it's 911 :)

The roommate gave the cell number to the police, implying that the rescuers called in to the hikers on at least one occasion. Presumably after that they had a direct number to call back. So (heaping inference on inference) the minutes ran out during a "normal" call.
 
Can you call 911 even if you have no minutes?
Again, don't know about Canada but apparently any cell phone can call 911 here and even make collect and credit card calls.

They have it but due to the exchange rate it's 1138. ;)
