Mt. Cabot trail - open again?

While doing a loop over Cabot, the Horn and the Bulge this weekend, my friends and I ran into at least 5 hikers who said they'd come up via the Mt Cabot trail.

My understanding was that the trail was still closed - did the property owner change their mind about access, or is there just a lack of awareness about the trail closure?

No, the trail is officially still closed. People do hike the trail, but the Forest Service has asked them not to do so. The landowner in question (who is not the landowner at the trailhead) isn't likely to change his mind any time soon.
