Jeremy --

Route 113 is open from Conway/Fryeburg heading north to the Baldface Circle trailhead, correct?

Yes, indeed...the issue is that they didn't appear to plow the parking lot proper, but rather just pushed a snowbank a few feet in, thus only providing enough room for a few vehicles.

With the melt from the past week, there might be room for...another vehicle?

I don't think so, but the roadside snowbanks are gone, so there should be room to park there. The road tends to be lined with cars on busy days in the summer, so I assume it's kosher if you're not blocking traffic.

Foss Mountain's summer parking area is open, but I'd recommend not driving up there if you have low ground clearance.

Edmands Path parking area (Mt. Clinton Road) is now open.
