I saw a few of these while visiting the Starr King trail.

At least two issues, Per NH RSA no one is allowed to attach anything thing to a utility pole, perhaps the federal government trumps this one.

Whoever drove in the nails was somewhat optimistic that the phone pole would start growing again so that they had to leave room for future growth;)

Of course since its a bearing tree sign does that annoint the utility pole as a tree?

Trust me, if that happened where I work, the easiest thing to do would be to get the thing declared a tree. I doubt USDA is much different.
