If there's good snow coverage on the slides, it's certainly feasible. But that's probably not realistic at this point in the season. There is a hiking trail that would bring you from the summit to the top of the highest lift, but it's pretty tight and winding, it'd be a tough ski. You could try to walk down it in your ski boots, but it's likely to involve a lot of postholing - not a trail that sees much packing down during the winter.

How about using skins on skis to go up the Wilmington Trail? If the trail could be bare booted, would carrying skis be difficult due to brush and having to duck under downed trees?

Definitely a tougher ascent than the toll road, BUT... the Wilmington (hiking) trail crosses the top of the Wilmington (skiing) trail up on Lookout Mountain, just before the hiking trail climbs to the base of the Wilmington turn (the last hairpin turn on the auto road before the summit), so this route means you never have to take off your skis. (But you don't summit, if that matters to you.)
