    The standard dry adiabatic temperature lapse rate is 5.5 F/1000 ft (9.8 C/km). The MWO's mesonet stations along the Auto Road track lapse rates nicely, and become interesting when there are inversions.     I do not think that California charges for SAR, not yet anyway, although legislative bills are pending. Just NH, ME, VT, ID, OR, and HI so far, and all with limitations, such as for negligence, I think.
