There are at least two very well known and established pack makers in this region, Alpine Luddites and Cold Cold World Packs. I do not know if they do custom work, but maybe worth checking with them.

Rich does fantastic work. I've used him for gear repair in the past. He used to sew for HMG before they outsourced everything to Mexico.
