Is this a mushroom???

I spotted these along the Mount Kinsman Trail on Tues. Silverfox took this photo for me. I know it is a little blurry but can anyone identify this odd looking group of fungi? I have never seen this before.

Looks like Green-headed Jelly Club. First time we ever saw this was in Baxter State Park. Cool looking stuff.
