This guy regularly hunts in my neighborhood, which is good because he thins out the house sparrow population which harass the songbirds at my feeders. I was finally able to catch a shot of him, though it is grainy and no where near as sharp as I would like it to be. He perched on top of my wife's Tacoma, low to the ground and not in a tree, which is a characteristic of the Harrier. He seemed too big to be a Sharp-shinned Hawk, and didn't have the blood-red eye, though he lacked the, owl-like facial disks of the Harrier. Where we live is surrounded by marsh, which points towards the Harrier, too. Didn't get a good look at him flying or here a call, so no clues there. Maybe something else altogether?
