When I did it in 2006 there did not seem to be any issues. Here are the border fortifications.
I hiked along the border swath from Cupsuptic pond, in September. There were a few small muddy spots but none of any particular consequence. The border swath is interesting in that you get good views most of the way. I bootlegged back through Canada, and only saw one small group of individuals prepping their hunting camp for the coming season.
