Why does the AMC not issue winter 4K certificates to dogs?

Why does the AMC not issue winter 4K certificates to dogs?
Officially they say this (FAQs | AMC Four Thousand Footer Club):

Q. Can my dog become a member of the Club?

A. Dogs may be recognized for completing the White Mountain 4000-footers (non-winter) as a companion, assuming of course that they (or their human representative) pay the application fee. Because Baxter State Park does not allow dogs, they cannot be eligible for either of the New England lists. Dogs are not eligible for winter list recognition. (There is one dog recipient that predated this policy decision.)

If you do hike with your dog, please be courteous in your interactions with other hikers (who may not appreciate dogs as much as you do), be aware that a dog's needs and abilities may be very different from yours and always consider the dog's safety and comfort as well as your own.

I've seen text over the years about concerns of not respecting a dog's limits when it comes to winter (as the dog will follow its people, like it or not). My own personal experience suggests some dogs (mine, for example) are perfectly fine out in winter, at least on a day where I am comfortable. It also suggests there are days in the summer that are too warm, but the AMC does not preclude dogs on that basis. I'm pretty sure that contained within the pages of VFTT there is a story from Kevin himself about Brutus and how he finished the winter 48 and how the AMC was unprepared for that application.

Bob (of BobNGeri fame) and Ed (Ed and Lauky fame) put together their own collection of patches, and listed the dogs here. Ed's moved out of New England and Bob asked me to take care of the patches, which I have (See post #175 in this thread.) I don't really go out of my way to advertise them, beyond one post a year on the Facebook 4K pages, but Obi's dad contacted me through a mutual friend. And, from the it's-a-small-world department, I met two people on North Pack Monadnock today who saw my dog's winter patch and mentioned Obi to me.

I forgot this thread was here - my previous dog Hannah (who was a W48 and grid finisher) passed away June 2019. I adopted Maddie December 2019 and she finished her W48 on Jefferson on 1/21/23.
