    The bear population has increased with their territory decreasing. More uneducated hikers leaving more food to be found, lots more hikers than in the 60's. Bears are smart and once they learn a beneficial behavior they teach their young and it can persist long after eliminating a single problem...

    The AMC loses money on the backcountry sites. And it would be the USFS that implements any permit system, not the AMC. There are plenty of things to criticize the AMC for, but this really isn't one of them.
