info on the WMNF free nonreservable campsites

Here is a page from the WMNF site. If you scroll down on the right, you'll see listings for "Developed" camping areas and back-country camping areas.

The Tripoli Road is a "distributed camping", fee-use area. Fees are $15 Midweek, $20 on a regular weekend, and $27 during holiday weekends. Things seem to fill up pretty quickly on summer weekends, so factor that in your thinking if you opt for Tripoli Road.
 
Tripoli Rd costs $$$$$, $14/night if I remember correctly.

Not sure if there is an official list of free camping spots. I will say this though - there's a ton of unmarked parking areas in the whites where you can park and walk in a little bit and find a site. Take a couple hours one day and drive around and scope out a couple.
 
Aren't Gale River, Haystack Road, and Cherry Mtn Road all fee areas? Some nominal cost, or a parking sticker, required?

Not that I know of. None of the ones you mention are free: the first 2 require a parking pass and Tripoli Rd charges a substantial fee on weekends but is relatively cheap during the week.

Note that roadside camping is allowed in about half of the WMNF - just not the half you usually go to :) I noted a lot of pulloffs with fire rings in the Slippery Brk/East Branch Saco area recently. Get a map of the WMNF and cross off those roads that are RUA and there's your potential free camping zones. Then eliminate those with parking fees which may require a site visit. Note however the ban on camping within 1/4 mile of trailheads.
 
There is NO CAMPING on those roads. Stay away. Stay far far away. Its all a bunch of lies. The campsites are all on insect-infested swamps and they cost $40/day/person. You are much better off just camping at Hancock. :)
 
Note that Jefferson Notch Road has a few sites that require a parking pass mostly on the north end.

A general comment for those unfamiliar with these spots. There are no facilities and some of the prior users are not familiar with "leave no trace". Roughly translated is that when you walk out in the woods and step behind a tree, you may find a "surprise".

Plan on carrying out more than you carried in to make up for past visitors.

Sadly, a lot of areas are becoming like that. Elbow Pond has become that type of place ever since they ungated the access road a couple of years ago. Disgusting...
