March 22nd &23rd count as winter peaks?

I noticed that the weekend falls on the 22dn and 23rd. I was under the impression that winter peaks only count till March 21st. Whats the story becouse I want to do 2 weekends in march and want to make sure they count.
 
Also depends upon whether the list is in NY or NE. The NE 'rules' are stricter - you can't leave the TH before winter officially starts, and have to be back to the TH before it officially ends. The NY 'rules' allow you to start/stop anytime during the day when winter start/stops.
 
According to the ADK 46er's web site, the dates for winter are fixed: Dec 21st through March 21st, regardless of when the solstices acturally occur.

Correct for the Catskills too, if ADK_DIB's name may not be where s/he intends to hike! :D
