This is a thought-provoking article on balancing interests. One could run an interesting thought experiment on how you would decide if the cog railway, say, were on federal land.

The cog likely would go, the man-made structures (bridges, shelters, etc.) in the wilderness areas have been allowed to fall & then been removed. (well the bridge was taken down, the shelters were in a state of non-repaired, & then removed)

It is an interesting story though.
