From the Cohos Trail Association. Their shelters are still closed, but they're saying one can set up a tent adjacent to them.

At this time we still have not received word from state officials regarding opening Cohos Trail shelters. So assume the shelters are closed until such time as we post here and on our website that they are open. The White Mountain National Forest, the Randolph Mountain Club, and the Dartmouth Outing Club have opened some shelters, but we can't move unless we get the green light from the state.
If you are thru-hiking or spending a number of days section hiking, please bring a tent with you and please camp in designated areas only, including close by the shelters. Stealth camping on private land puts the Cohos Trail itself in jeopardy of being closed. No one wants that to happen, of course. So please, in this era of Covid-19, be a good citizen, be responsible, and have a great hike regardless of the unusual circumstances.
