I saw some people kite skiiing west of Quebec, Canada last February on the way home from Festiglace and have been interested but forgot about it until now. It was about -10°F and they were cooking along.
Kites have been used for propulsion a number of times. For instance, Messner and Fuchs used them when crossing Antarctica (unsupported) to pull them onward. (They were using skis and sleds.) The prevailing winds blow from the pole to the coasts.
