Stuck duck not charged for icy extraction

Clearly this duck was unprepared for the winter conditions (s)he was swimming in.

Im not sure why the duck is not being charged, the fish and game just did a press release clearly stating to stay off the ice due to thin conditions.

I read that there was a charge for this to which the duck replied, just put it on my bill........
