The cables are back!

I haven't hiked in the ADKs and I'm wondering if these are on other steep trails. I haven't come across them at all on White Mountain peaks (although there may be some I don't know about). Why are these needed? Are the trails super steep? I haven't hiked it so I don't know if they are needed or not. Maybe they keep people off of ecologically sensitive areas?

There are tools on the market made specifically for cutting wire rope (cable) that may work. They are described and discussed briefly here.

I would imagine these are available at any good industrial supply house that caters to the heavy construction, mining or oil industries.
