Interesting story in WSJ last week about charging people for rescue from storms (eg, Sandy). Mentions NH billing hikers for rescue.

"New Hampshire bills hikers who, through negligence, require "costly and dangerous rescues." The state charged one hiker roughly $30,000 for a rescue that involved a Black Hawk helicopter scanning the hills. "He was hiking alone, had a prediagnosed medical condition and shouldn't have been above the tree line," says Kevin Jordan, assistant chief of law enforcement at the New Hampshire Fish and Game Department.

In the five years through fiscal 2011, the department found that 38 of the hundreds of rescues it conducted were prompted by individual negligence for which $83,025 was billed and $53,317 was collected."
