When do the roads open?

Why not? you can drive to the trailhead when the roads open, how is biking what your allowed to drive breaking the rules?

Because that's what the rules say. If you cannot drive your car to a point on the day you hike you must cover the route on foot (boots or skis). All rules are arbitrary in some ways, and since the 4000'er Committee is about hiking, this is the line they chose to draw. If you come there the next week and the gate is open, then you can either drive or bike. But if the gate is closed then no bikes if you want to count it.

As is always the case, you can feel free to make up your own rules. Many people do just that. It's just not the rules the 4000'er committee have chosen.
