Leaving a canister or anything else on anyone's property without permission is littering and hence illegal regardless of whether it is Wilderness or National Forest. Many areas are explicitly banning geocaches. The Colorado Mountain Club has permission for canisters in Wilderness areas so when some offended hiker hauls it from the summit and leaves it at the trailhead in protest, the FS just gives it back to the CMC for reinstallation. I doubt that the WMNF has given permission.
On the other hand, I'm sure that the AMC had permission from the District Ranger to mark the route up Owls Head because that's how things were done in those days. I would suggest that the FS be reminded of this so they can add it to the official trail inventory and end this foolish squabble.
