Honestly, I think I would have a problem with an on a ranger's judgment, spill your pack for inspection, mostly for personal rights reasons that shouldn't be discussed here.
The other reason I would take issue with it is paranoia, where will it stop?
Solo hiking in the winter, no one with experience does that.
Don't have a sleeping bag on a winter day hike, you're not prepared.
Sneaker? Woods requires boots.
Who gets to decide what is prepared and what is not?
